Garry L. Briese, MPA, CAE
Executive Director of the International Association of Fire Chiefs
Garry L. Briese has been the Executive Director of the International Association of Fire Chiefs since 1985. He has over 30 years experience in the fire service, both as a volunteer chief officer and as a paid fire fighter. He is a well-known author and lecturer in the fire and emergency services community and has co-authored two emergency medical textbooks for first responders. He developed the Fire Service Leadership Partnership Program, a nationally recognized labor management relations program for the fire service. Since 1978, he has been the earliest advocate for terrorism preparedness for the fire and emergency services and has done extensive work in those areas. He has published many articles and has spoken at numerous national and international conferences.
Professionally, he holds the Certified Association Executive (CAE) designation from the American Society for Association Executive. He has a Bachelor& #8217;s Degree in International Relations for the University of South Florida and a Master Degree in Public Administration for Nova Southeastern University. He is an adjunct associate professor at both the University of Maryland and George Washington University. In 2004 he received the & #8220;James O Page Award& #8221; for his years of leadership, support and services to the Emergency Medical Services (EMS) community. He remains active at the local, council and national levels of Boy Scouts of America and is a National Distinguished Eagle Scout.

In addition he is actively involved in the boards of several public and private companies. Between 2001 and 2003 General Levin served as the manager of the & #8220;Asian Division& #8221; Of Netafim - the world& #8217;s leading drip-irrigation supplier.
Prior to this, General Levin served as the Deputy Director of the Mossad (Israel& #8217;s Institute For Intelligence and Special Tasks, 1998 -2000). During his 33-year tenure in the IDF (1965 & #8211; 1998), General Levin filled various senior command positions in Special Ops and in the Tank Corps & #8211; culminating in the post of Israel& #8217;s Northern Front Commander. General Levin is decorated for personal bravery in combat. In addition to various command posts, his career includes General Staff assignments as well as weapon system development duties, heading strategic weapon development task-forces comprising of military designers & major Israeli defense contractors.
General Levin is a graduate of M.I.T. - Sloan School of Business Administration. He is also a graduate of the Command & General Staff College, Forth Leavenworth, Kansas, and holds a BA degree in Social Sciences & Management from the Haifa University.

John K. Reingruber
President, John K. Reingruber & Associates, LLC
Mr. John Reingruber retired from the Department of Defense in May 2003 as the Deputy Director, Technology Programs in the Office of the Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict (SO/LIC).
He was the Department of Defense co-chair for the interagency Technical Support Working Group (TSWG) whose mission is to conduct the national interagency research and development program for combating terrorism. He oversaw the execution of TSWG combating terrorism technology development efforts, and technology development programs in the areas of surveillance and reconnaissance, explosive ordnance disposal, low-intensity conflict, and humanitarian demining. He was also responsible for the Department of Defense policy on non-lethal weapons.
Under his new company, John K. Reingruber & Associates, LLC, he is using his 35 years experience in research and development to assist businesses interested in homeland and environmental security with their strategic planning, strategic alliances development, and packaging to meet operational needs.

Thomas Von Essen
30th Fire Commissioner of the City Of New York
Thomas Von Essen began his career as a firefighter and served in the turbulent South Bronx during the early 70's when fires were raging daily. He was appointed Fire Commissioner by Mayor Rudolph Giuliani on April 1, 1996. Commissioner Von Essen made sweeping changes in the Department. He also developed extraordinary commitments from public and private sources that allowed the department to acquire among other things the very latest equipment including thermal imaging cameras, integrated personal alarm devices for every member.
After Sept 11 Commissioner Von Essen worked hand in hand with Mayor Giuliani and other top City, State and federal officials, insured that operations of the Department continued throughout the City as he helped direct the largest rescue and recovery operation in history.
He joined Giuliani Partners where he and the former Mayor and other top management experts work with businesses and industries to implement innovative management strategies to address a variety of corporate issues ranging from restructuring to bringing new innovations to the marketplace.

Robert P. Judd Jr
Chairman of Advisory Board
Robert Judd has been active in the homeland security and defense industry for 20 years.
Mr. Judd has joined Camero from Smiths Detection where he served as President of Smiths Detection, Inc. with responsibility for their US military, intelligence, and postal business. Mr. Judd joined Smiths in 2002 as President of Transportation Security with global responsibility for explosive trace detectors including a $100M contract with the Transportation Security Administration.
Prior to Smiths, Mr. Judd was a Director at General Dynamics from 1997 to 2002 with responsibility for Command and Control decision support systems, Network Centric Warfare programs, and Air & Missile Defense programs.
Mr. Judd began his career in software development and integration, systems engineering, customer support and program management for AT&T and later Lucent Technologies.
Mr. Judd has both a BS and MS in electrical engineering from Duke University and an MBA from the Fuqua School of Business.

Edward Bair
President, E Bair Associates LLC
Mr. Bair's distinguished career encompasses years of experience in executive leadership, strategic planning and growth, and defense acquisition. He established E Bair Associates LLC in 2008 to provide advice and assistance to corporate leadership in strategies, operations, technologies, organization and people.
From 1999-2007, he was the US Army's Program Executive Officer for Intelligence, Electronic Warfare & Sensors (PEO IEW&S), the longest incumbent PEO in DoD history including six years as war-time PEO. In this capacity, he oversaw $16B revenues (in excess of 100% growth), 75 programs, 7 line organizations/18 subordinate Program Managers spread across 8 geographical locations, and approximately 500 - 900 people.
Mr. Bair was selected for the Senior Executive Service (SES) in 1996. His numerous recognitions include, among others: Secretary of the Army Decoration for Exceptional Civilian Service; Presidential Rank Executive Award; National Government Executive Award; Top 100 Federal IT Executives; and the U.S. Army Military Intelligence Corps Knowlton Award.
Mr. Bair holds a Master of Science Degree (Distinguished Graduate) in National Resources Strategy from the National Defense University, and a Bachelor of Science Degree in Industrial Management from Purdue University.

James William Botteicher
President, New Aspect, Inc.
Mr. Botteicher has a rich record of achievement over the past 24 years in carrying out technical security and electronics engineering projects for government and military clients. He is currently President of New Aspect, Inc., a company he formed to provide technical, marketing and management consulting to government and industry.
In 1998, Mr. Botteicher co-founded Avenge, Inc. where he was a Director and Corporate Vice President. At Avenge, Mr. Botteicher played a key role in leading the MMS-Profiler Field Artillery support program for the US Army, serving as a subject matter expert and technical advisor through successful system delivery. He sold his stake in Avenge in 2007, after helping the company to grow to over 70 employees with annual revenues over 8 million dollars.
Prior to founding Avenge, Mr. Botteicher worked in Senior Engineering and Management positions for several Government Contracting firms. In 1987, as a Senior Engineer for Engineering Resources, Inc., Mr. Botteicher worked at Vint Hills Farm Station (VHFS) on various Electronic Warfare Programs for the US Army.
Mr. Botteicher began his professional career as a security engineer at Dynalectron, Inc. He was responsible for the design and installation of technical security measures at US Consulates and Embassies around the world, eventually ascending to Project Officer within one of the US Department of State's Security Equipment Laboratories.
Mr. Botteicher earned a Bachelor of Science degree in Electrical Engineering from the University of Pittsburgh in 1984.
